The table below shows which regional agencies issue passport books only and which issue both the book and the passport card on site. Application requirements are the same for both although fees are different. The card is less expensive than a passport book but there are limitations on its use.
The U.S. Passport Card can only be used to enter the United States from Bermuda, Canada, the Caribbean, and Mexico at land border crossings or sea ports-of-entry. Any emergency that would require you return to the United States by air would require you first visit the nearest U.S. embassy or consulate general in order to obtain a passport book.
